Macau Chief Executive Sam Hou Fai on Tuesday formally launched Smart Macau 2.0, a government-wide digital transformation initiative that will invest 4.2 billion patacas over four years to modernise public service delivery, deploy artificial intelligence across government operations, and establish Macau as one of the most digitally advanced small jurisdictions in the world.
The Vision for Digital Macau
Smart Macau 2.0 builds on the foundations of the first-generation smart city programme, which delivered electronic identity cards, basic e-government portals and the initial deployment of smart traffic management along major arterial roads. The new initiative is significantly more ambitious, targeting the full digital transformation of 280 government service processes, the deployment of predictive AI for urban management functions, and the creation of a comprehensive city data platform integrating feeds from over 15,000 IoT sensors across Macau's territory.
The flagship component is the Macau Integrated Operations Centre, a 4,500-square-metre facility that will serve as the central nervous system for city management, integrating data streams from traffic cameras, environmental monitoring stations, utility networks, public transport, emergency services and gaming industry compliance systems into a unified operating picture accessible to relevant government departments in real time.

Digital Identity and Citizen Services
The iAM Smart digital identity platform, currently used by 420,000 of Macau's approximately 690,000 residents, will be upgraded to a new standard capable of supporting legally binding electronic signatures, biometric authentication and secure document sharing across all government agencies. The updated platform will enable citizens to complete more than 200 previously in-person government transactions entirely online, from business licence applications and tax filing to school enrolment and social security benefit claims.
A dedicated digital concierge service, powered by a locally developed large language model trained on Macau's legal and administrative frameworks in Cantonese, Portuguese and Mandarin, will guide residents through complex government processes and proactively notify them of approaching deadlines for licence renewals, tax payments and regulatory compliance obligations.
AI in Public Administration
Several government departments will pilot artificial intelligence applications with direct operational implications. The Public Security Police will deploy computer vision systems in public spaces for crowd monitoring and emergency response optimisation during major events, with explicit privacy guardrails limiting data retention and prohibiting use for political surveillance. The Land and Urban Construction Bureau will use AI-assisted plan review to reduce the average processing time for building permit applications from the current 68 days to a target of 22 days.

Cybersecurity and Data Protection
The initiative includes a 380-million-pataca investment in cybersecurity infrastructure, including a new government security operations centre, mandatory cybersecurity assessments for all agencies handling sensitive citizen data, and the adoption of zero-trust network architecture across the government's IT estate. A new Personal Data Protection Ordinance, aligned with the European Union's General Data Protection Regulation principles, is expected to be tabled in the Legislative Assembly by the end of the year, providing a comprehensive legal framework for the government's data-intensive Smart City operations.
Privacy advocates and civil society organisations have engaged actively in the consultation process surrounding the initiative. The Macau Human Rights Monitor has welcomed the explicit privacy commitments in the initiative's framework document but called for stronger independent oversight mechanisms and clearer sunset provisions for data collected through expanded surveillance infrastructure.
Regional Positioning
Smart Macau 2.0 positions the SAR within the broader smart city ecosystem of the Guangdong-Hong Kong-Macau Greater Bay Area, with explicit provisions for data-sharing with counterpart agencies in Zhuhai and Guangdong province. The initiative also draws on technical assistance from Singapore's Smart Nation programme, with which Macau has a bilateral cooperation agreement covering urban data governance and digital identity architecture.
