A senior House Democrat has opened an investigation into payments made by Russian businessman Umar Kremlev toward celebrations surrounding Donald Trump Jr.’s wedding in the Bahamas, after an investigative report found that Kremlev spent hundreds of thousands of dollars on parts of the event.
Representative Robert Garcia, the top Democrat on the House Oversight and Government Reform Committee, sent letters to Trump Jr. and the White House seeking records about his relationship with Kremlev and the financing of the wedding celebrations. Garcia said the reported financial arrangement raised questions about possible foreign influence and national security.
The inquiry follows a September 14 investigation by ProPublica, which reported that Kremlev covered expenses including the rental of a private island, fireworks and other costs associated with the three day wedding celebrations in the Bahamas.
Trump Jr. and his wife, Bettina Trump, have confirmed that Kremlev paid for two nights of celebrations, describing the spending as an exceptionally generous wedding gift from a friend. They have rejected the suggestion that the gift had a political motive.
Democrats Seek Financial Records
Garcia's investigation focuses on the nature of the financial relationship between Trump Jr. and Kremlev and whether any political or governmental interests were connected to the payments.
In a letter to Trump Jr., Garcia requested documents concerning communications with Kremlev, the White House and records relating to purchases made for the wedding by foreign nationals. He also asked Trump Jr. to preserve records concerning his relationship with the Russian businessman.
Garcia said the inquiry was prompted by concerns about the involvement of a Russian businessman with reported links to Russian President Vladimir Putin in a private celebration involving the president's son.
The investigation is being conducted by Oversight Committee Democrats while Republicans remain in control of the House committee. Representative James Comer of Kentucky chairs the panel. A representative for Comer did not immediately respond to a request for comment in the reporting cited by ProPublica.
Garcia could assume the chairmanship of the committee if Democrats win control of the House in the November midterm elections. That possibility has added significance to the current inquiry because the Oversight Committee has broad authority to investigate federal agencies and matters involving government conduct.
What ProPublica Reported
The investigation began after ProPublica reported that Kremlev secretly paid hundreds of thousands of dollars toward Trump Jr.'s wedding celebrations.
According to the report, the expenses included the rental of a private island in the Bahamas for several nights. Kremlev also paid for other major elements of the celebrations, including fireworks, while people associated with him helped with event planning.
The wedding involved two private islands and lasted three days.
Trump Jr. and Bettina Anderson exchanged vows on May 22 on a private island. The ceremony itself was a small family gathering with 18 guests, according to Trump Jr.'s spokesperson. Kremlev did not attend that ceremony.
The celebrations continued over the following two days.
Kremlev paid for the Saturday event, which was held on the same island. A Sunday reception took place on a neighbouring private island that had also been rented by Kremlev. The Sunday event included the couple's first dance and a five tier wedding cake.
ProPublica reported that the guest list included members of the Trump family, including Eric Trump and Jared Kushner, as well as Kremlev and a number of Russian guests.
The report said Kremlev appeared to have met Trump Jr. only recently, although Kremlev's representatives said the two men had known each other for a couple of years.
Trump Family Response
Trump Jr. and Bettina Trump confirmed Kremlev's financial involvement after the ProPublica report was published.
In a statement shared by Bettina Trump on Instagram, the couple said Kremlev had hosted two nights of celebrations and described the spending as a generous gift from a friend. They also said the arrangement should not be interpreted as evidence of a political relationship.
Trump Jr.'s spokesperson said Kremlev was a personal friend and denied that Trump Jr. had a business relationship with him. According to ProPublica, the spokesperson said the two men met through a mutual friend in the hunting community and developed a relationship through their shared interests in boxing and outdoor activities.
Kremlev's press office also described the relationship as friendly. It said he had not discussed political matters with Trump Jr. or other American friends and acquaintances.
The office said the International Boxing Association itself did not incur expenses for the wedding, although ProPublica reported that the payments came through an IBA affiliated entity in Dubai that the organisation uses for financial transactions.
Trump Says He Did Not Know Kremlev
President Donald Trump also responded to the controversy.
Trump said he did not know Kremlev and rejected the description of the Russian businessman as having paid for his son's wedding. He said the ceremony took place at a different location and on a different day from the celebrations funded by Kremlev.
Trump described those events as after parties and said the matter was not significant.
The president did not attend his son's wedding.
The distinction between the wedding ceremony and the subsequent celebrations has become an important part of the response from the Trump family. While the ceremony itself was not funded by Kremlev, the businessman covered major expenses associated with two nights of celebrations that formed part of the wider wedding weekend.
That distinction is also reflected in the Democrats' inquiry, which is seeking records concerning the payments and the relationship between Trump Jr. and Kremlev.
Who Is Umar Kremlev?
Kremlev is a Russian businessman who serves as president of the International Boxing Association, known as the IBA.
ProPublica reported that Kremlev has close ties to Putin and that the IBA has received financing from Russian state owned energy company Gazprom. His involvement in international boxing has also brought him into contact with prominent figures in the sport and political circles.
Kremlev's representatives have disputed the political interpretation of his relationship with Trump Jr. They have described him as a businessman and philanthropist and said he does not discuss politics with his American acquaintances.
The IBA's relationship with Russian state interests is part of the broader context being examined by reporters and lawmakers, although the current congressional inquiry has not established that Kremlev's wedding gift was connected to any government policy or political favour.
That distinction is important. The investigation is seeking information rather than announcing a finding of wrongdoing.
Senate Democrats Raise Foreign Influence Concerns
The issue has also drawn attention in the Senate.
Senate Democratic Leader Chuck Schumer of New York criticised the reported arrangement in a speech on Tuesday, arguing that accepting such a large gift from a Russian businessman connected to Putin raised serious questions about foreign influence.
Schumer suggested that gifts from foreign figures can raise concerns when the recipient has a close connection to a sitting president's family. His comments were political criticism rather than a finding that the wedding payments constituted a bribe or violated a specific law.
No such conclusion has been established by the congressional inquiry.
The current investigation is at an early stage, and the requested records could determine what further questions lawmakers pursue.
A Wider Focus on Trump Family Ethics
The inquiry also fits into a broader effort by House Democrats to examine financial and ethical questions involving President Trump, his family and people with access to the administration.
Garcia and other senior Democrats have been preparing for possible investigations into the Trump family's business and political relationships since the beginning of Trump's second presidential term in January 2025.
Trump Jr.'s position makes the issue particularly sensitive because he is the president's eldest son and has remained active in conservative political circles. ProPublica also reported that Trump Jr. has taken part in political and business activities that have brought him into contact with influential figures.
The latest inquiry, however, is specifically focused on the relationship with Kremlev and the financial arrangements surrounding the Bahamas celebrations.
The questions before lawmakers include who paid for individual expenses, which entities processed the payments, when Trump Jr. became aware of the funding and whether any communications with the White House took place.
Investigation Remains at an Early Stage
The available evidence establishes that Kremlev financed significant parts of the celebrations, while Trump Jr. and his wife acknowledge that he paid for two nights of events.
It does not, by itself, establish that the payments were made in exchange for political access or influence.
Kremlev's representatives have denied that political matters were discussed with Trump Jr., while the couple has described the payments as a personal gift. President Trump has said he did not know Kremlev.
Garcia's investigation will now seek documents and other records that could provide a fuller account of the relationship.
For lawmakers, the central question is whether the financial arrangement was simply a private gift between acquaintances or whether it involved broader interests that warrant congressional scrutiny.
